Ze moeten ook de gevaren en mogelijke risico&#8217;s van de stof beoordelen.<\/p>\n<p>Deze informatie moet aan <a href=\"https:\/\/echa.europa.eu\/nl\/home\" target=\"_blank\" rel=\"noopener\">ECHA<\/a> worden meegedeeld in de vorm van een registratiedossier met daarin de gegevens over de gevaren en, indien relevant, een beoordeling van de risico&#8217;s die het gebruik van de stof met zich mee kan brengen, evenals hoe deze risico&#8217;s moeten worden beheerst.<\/p>\n<p>Registratie is van toepassing op stoffen op zichzelf, stoffen in mengsels en bepaalde gevallen van stoffen in artikelen. Chemische stoffen die al worden gereguleerd door andere wetgevingen, zoals geneesmiddelen of radioactieve stoffen, zijn gedeeltelijk of volledig vrijgesteld van <a href=\"https:\/\/www.ecomatters.nl\/nl\/services\/wetgeving\/reach\/\">REACH<\/a>-verplichtingen.<\/p>\n<p>Registratie is gebaseerd op het principe van &#8220;\u00e9\u00e9n stof, \u00e9\u00e9n registratie&#8221;. Dit betekent dat fabrikanten en importeurs van dezelfde stof gezamenlijk hun registratie moeten indienen. De verstrekte analytische informatie moet consistent en voldoende zijn om de identiteit van de stof te bevestigen.<\/p><\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n[\/vc_column_text]<div class=\"vcex-spacing wpex-w-100 wpex-clear\"><\/div><style>.vcex-heading.vcex_69e89061d6a71{font-weight:700;}<\/style><h2 class=\"vcex-heading vcex-heading-plain vcex-module wpex-heading wpex-text-2xl vcex_69e89061d6a71\"><span class=\"vcex-heading-inner wpex-inline-block\">Obligaties voor bedrijfsregistratie<\/span><\/h2>[vc_column_text]Aangezien de deadline voor de registratie van bestaande stoffen in 2018 is verstreken, is het alleen voor nieuwe stoffen noodzakelijk om vanaf het begin een registratiedossier samen te stellen. Momenteel hoeven nieuw gestarte fabrikanten (of importeurs) van bestaande stoffen alleen de bestaande registratie van hun stoffen bij te wonen. Ze doen dit door de &#8220;identiteit van de stof&#8221; aan te tonen met behulp van analytische studies die geschikt zijn voor stofidentificatie en -kwantificatie (bijv. UV-VIS, LC-MS, GC, enz.). Om eerlijke concurrentie te waarborgen, kopen nieuwe registranten van een bestaande stof een &#8216;Letter of Access&#8217; om toegang te krijgen tot de bestaande registratie. Op deze manier betalen ze retrospectief hun eerlijke aandeel van de oorspronkelijke registratiekosten van de stof.[\/vc_column_text]<div class=\"vcex-spacing wpex-w-100 wpex-clear\"><\/div><style>.vcex-heading.vcex_69e89061d75a7{font-weight:700;}<\/style><h2 class=\"vcex-heading vcex-heading-plain vcex-module wpex-heading wpex-text-2xl vcex_69e89061d75a7\"><span class=\"vcex-heading-inner wpex-inline-block\">Voorrechten voor recyclers<\/span><\/h2>[vc_column_text]Onder bepaalde voorwaarden biedt ECHA recyclers een vrijstelling van de verplichting om stoffen uit recyclingprocessen te registreren. Deze vrijstelling is vastgelegd in Artikel 2(7) van REACH.<\/p>\n<p>De belangrijkste voorwaarden voor deze vrijstelling zijn:<\/p>\n<ol>\n<li>Aantoonbare overeenstemming van de identiteit van de teruggewonnen stof met een (reeds) geregistreerde stof;<\/li>\n<li>Beschikbaarheid van relevante informatie over de geregistreerde stof (bijv. voor de opstelling van een Veiligheidsinformatieblad en blootstellingsscenario&#8217;s).<\/li>\n<\/ol>\n<p>Hoewel deze vrijstelling expliciet door ECHA is ge\u00efmplementeerd om de overgang naar een meer circulaire economie te versnellen, zijn deze recyclingvoorrechten nog steeds relatief onbekend binnen de chemische industrie.
