De mLCA is wettelijk vereist bij het aanvragen van een <strong>omgevingsvergunning<\/strong> voor afvalgerelateerde activiteiten zoals: <\/p>\n<ol>\n<li>Afval dat wordt verkocht aan een afvalverwerker voor hergebruik of recycling in een specifieke toepassing;<\/li>\n<li>Een nieuwe fabriek die wordt gebouwd om afval te verwerken als onderdeel van een nieuw initiatief; of<\/li>\n<li>Een bestaande installatie waar primair materiaal wordt vervangen door een afvalstof.<\/li>\n<\/ol>\n[\/vc_column_text]<div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:30px;\"><\/div><style>.vcex-heading.vcex_69e8a2c84bbb6{font-weight:700;}<\/style><h2 class=\"vcex-heading vcex-heading-plain vcex-module wpex-heading wpex-text-2xl vcex_69e8a2c84bbb6\"><span class=\"vcex-heading-inner wpex-inline-block\">Wanneer en waarom is een mLCA vereist?<\/span><\/h2><div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:10px;\"><\/div>[vc_column_text css=&#8221;&#8221;]De mLCA-methodiek wordt gebruikt wanneer een vergunningaanvrager een afvalverwerkingsmethode voorstelt die afwijkt van de conventionele praktijk, bijvoorbeeld bij hergebruik of recycling. De mLCA levert dan het bewijs dat de alternatieve afvalverwerkingsmethode vanuit milieuoogpunt even goed of beter presteert dan de gebruikelijke verwerking. . De gebruikelijke verwerking kan de vooraf bepaalde minimumnorm voor afvalverwerking zijn of een alternatief referentiescenario (mits onderbouwd).[\/vc_column_text]<div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:30px;\"><\/div><style>.vcex-heading.vcex_69e8a2c84c8c1{font-weight:700;}<\/style><h2 class=\"vcex-heading vcex-heading-plain vcex-module wpex-heading wpex-text-2xl vcex_69e8a2c84c8c1\"><span class=\"vcex-heading-inner wpex-inline-block\">Waarin verschilt een mLCA van een reguliere LCA?<\/span><\/h2><div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:10px;\"><\/div>[vc_column_text css=&#8221;&#8221;]Een mLCA bouwt voort op de traditionele LCA-benadering door milieueffecten over meerdere levenscycli te analyseren. Doorgaans betreft dit <a href=\"https:\/\/www.afvalcirculair.nl\/begrippen\/mlca\/\">maximaal drie levenscycli <\/a>van hergebruik en\/of recycling. De mLCA kijkt niet alleen naar de eerste keer dat een materiaal wordt hergebruikt of gerecycled, maar ook naar de volgende cycli. Om deze reden heeft het CMP de mLCA opgenomen als standaardmethode voor bepaalde vergunningsbeslissingen, waarmee een eerlijke, wetenschappelijk onderbouwde methode wordt geboden voor het evalueren en vergelijken van verwerkingsopties.[\/vc_column_text]<div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:30px;\"><\/div><style>.vcex-heading.vcex_69e8a2c850f2f{font-weight:700;}<\/style><h2 class=\"vcex-heading vcex-heading-plain vcex-module wpex-heading wpex-text-2xl vcex_69e8a2c850f2f\"><span class=\"vcex-heading-inner wpex-inline-block\">Belangrijke punten in een mLCA-onderzoek<\/span><\/h2><div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:10px;\"><\/div>[vc_column_text css=&#8221;&#8221;]Een mLCA-studie van hoge kwaliteit, met name in de context van het Nederlandse CMP, moet zich richten op:<br \/>\u2022 <strong>Duidelijke doelstelling en functionele eenheid<\/strong>: definieert de referentieafvalstroom die wordt beoordeeld (bijv. het aantal cycli, de hoeveelheid materiaal, enz.) zodat het geschikt is voor zowel de alternatieve als de gebruikelijke verwerking.<br \/>\u2022 <strong>Multi-cyclus perspectief:<\/strong> breidt de systeemgrenzen uit over alle relevante cycli en neemt factoren mee die relevant zijn voor het multi-cyclussysteem, zoals: uitval tijdens recyclingstappen, degradatie van het materiaal en vermeden productie van primair materiaal en\/of energie.<br \/>\u2022 <strong>Reliable and transparent data<\/strong>: include material flows, energy and water use, transport, non-reusable waste treatment, emissions, and avoided production of virgin primary materials.<br \/>\u2022 <strong>Zwaartepuntsanalyse<\/strong>: test de robuustheid van de conclusies en identificeert de belangrijkste impactfactoren in zowel het referentiescenario als in de alternatieve verwerking.<br \/>\u2022 <strong>Gevoeligheidsanalyse<\/strong>: evalueert het effect van de meest significante aannames, bijvoorbeeld door te analyseren hoe de verschillende trajecten zich verhouden in een toekomstscenario met 100% groene energie.<\/p>\n<p>Bij strikte toepassing is de mLCA een verdedigbaar en waardevol instrument voor zowel vergunningaanvragers, die hun voorstel kunnen onderbouwen, als voor het bevoegd gezag, dat de aangetoonde milieuwinst in de aanvraag moet beoordelen.[\/vc_column_text]<div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:30px;\"><\/div><style>.vcex-heading.vcex_69e8a2c8524ef{font-weight:700;}<\/style><h2 class=\"vcex-heading vcex-heading-plain vcex-module wpex-heading wpex-text-2xl vcex_69e8a2c8524ef\"><span class=\"vcex-heading-inner wpex-inline-block\">In het kort<\/span><\/h2><div class=\"vcex-spacing wpex-w-100 wpex-clear\" style=\"height:10px;\"><\/div>[vc_column_text css=&#8221;&#8221;]Het <a href=\"https:\/\/circulairmaterialenplan.nl\/inspraak\/instrumenten\/\">Circulair Materialenplan<\/a> bevat verschillende instrumenten als onderdeel van het toetsingskader. De <strong>multi-cyclus LCA<\/strong> is een van de instrumenten die bijdraagt aan ge\u00efnformeerde en transparante besluitvorming over afvalverwerking. In bepaalde gevallen is het ook wettelijk verplicht bij vergunningaanvragen zodat alternatieve verwerkingsroutes goed worden onderbouwd. Door verder te kijken dan \u00e9\u00e9n productcyclus, evalueert de mLCA hoe materialen op de lange termijn presteren over meerdere cycli van gebruik, recycling en herverwerking. Waar een traditionele levenscyclusanalyse (LCA) stopt na \u00e9\u00e9n cyclus van productie, gebruik en afvalverwerking, geeft de mLCA een completer beeld van hoe een proces bijdraagt aan circulariteit.
